Pass the PAST Act to End the Cruel Practice of Soring

The life of a sored horse is filled with fear and pain.

"Soring" involves the intentional infliction of pain on a horse's legs and hooves to force the horse to perform an exaggerated, high-stepping gait known as the "Big Lick." Unscrupulous trainers use a variety of gruesome techniques, including caustic chemicals that burn the horse's flesh, chains, cutting and heavy, stacked horseshoes to accomplish this artificial gait rewarded in show rings.

A 2015 Humane Society of the United States investigation of one of the premier barns that trains horses to do the Big Lick—ThorSport Farm in Tennessee—revealed that this illegal activity continues unabated.

No horse should be made to suffer for a blue ribbon—it is time that this cruelty is stopped for good. The Prevent All Soring Tactics (PAST) Act would amend the Horse Protection Act to end the failed system of industry self-policing, ban the use of devices associated with the soring of horses in the Tennessee walking, Racking and Spotted Saddle Horse breeds, strengthen penalties and make other reforms necessary to finally end this torture.

Please make a brief, polite phone call to your U.S. Representative and U.S. Senators to put an end to soring. Look up your legislators' phone numbers. You can say: "I'm a constituent, and I urge you to cosponsor the Prevent All Soring Tactics (PAST) Act (S. 2957 / H.R. 1847). If you've already agreed to cosponsor the bill, thank you for your support and please do all that you can to get it enacted quickly."

Petition Letter

Dear Legislator,

As a constituent, I am writing to urge you to please cosponsor the Prevent All Soring Tactics (PAST) Act (S. 2957 / H.R. 1847) to end horse soring and do all you can to get it enacted quickly.

No horse should be made to suffer for a blue ribbon. "Soring" involves the intentional infliction of pain on a horse's legs and hooves to force the horse to perform an exaggerated, high-stepping gait known as the "Big Lick." Unscrupulous trainers use caustic chemicals that burn the horse's flesh, chains, cutting and heavy, stacked horseshoes to accomplish this artificial gait rewarded in show rings.

The Prevent All Soring Tactics (PAST) Act would amend the Horse Protection Act to end the failed system of industry self-policing, ban the use of devices associated with the soring of horses in the Tennessee walking, Racking and Spotted Saddle Horses breeds, strengthen penalties and make other reforms necessary to finally end this torture.

Although Congress tried to stop soring more than four decades ago with the Horse Protection Act, the abuse is still widespread in a small segment of the industry. Those who stand to profit from this illegal activity go to great lengths to cover their tracks and pressure their legislators to defend the status quo.

It's time to pass the PAST Act! Thank you.

Sincerely
